Mr. Kelly is President of Treo Solutions and has responsibility for client services and product development. Mr. Kelly has extensive executive level experience in rate development as well as healthcare payment policy and strategic consulting. Mr. Kelly has focused his recent efforts on working with health plan encounter and claims data to develop strategies on the use of 3MTM Risk adjustment tools, including Clinical Risk Groups and APR-DRGs.
Mr. Kelly has over twenty years of healthcare experience. Prior to founding Treo Solutions, Mr. Kelly worked for a national healthcare research and consulting firm. During his consulting tenure he transitioned from providing technical support to state and federal health agencies, to assisting both providers and payers develop and implement strategies for key business needs. Earlier in his career, Mr. Kelly worked for New York State's Department of Health where he played a lead role in the design, implementation and evaluation of Medicaid payment systems. Mr. Kelly has served as an advisor to New York State on payment system design and implementation.
Over the past several years Mr. Kelly has led Treo Solutions’ work with New York State’s Medicaid program in evaluating the use of CRGs and MEDS II data for quality measurement, and more recently, for integration into the payment methods for both Medicaid and Family Health Plus. His activities included providing support on technical and methodological issues, analysis of plan performance and payment system development, liaison with 3MTM HIS on grouper implementation and procurement, and education of NYSDOH staff on CRG specifics and payment options.
Mr. Kelly has led the development of Treo Solutions’ Web-based Services and has established Treo Solutions at the forefront of offering new service models to meet clients’ consulting and information needs. Mr. Kelly has published numerous articles on topics as varied as pay for performance and the development of managed care plans designed specifically for persons with special needs. He is the editor of a book on ambulatory prospective payment, a frequent national speaker, and has worked internationally as well.
